Welding engineer

- Implementation and strictly compliance the HSE Management system rules and regulations.
- Ensuring the required level of quality of welding works on the project, by ensuring contractor complies with the project requirements and the normative law of Russian Federation.
- Witnessing qualifications of welding procedures, qualification of heat treatment procedures qualifications of specialists and acceptance of the performed work.
- Witnessing the qualification of NDE techniques and approvals.
- Managing and organizing quality control of production welding in fabrication workshop and greenfield and brownfield sites.
- Monitoring the organization of the system of qualifications of specialists (welders, gas welding operators, heat treatment operators and NDE inspectors).
- Organizing the daily work tasks for the Third-party inspection (construction control of the Customer/Developer) in terms of welding and related construction activities.
- Co-ordination the timely witnesses of NDE inspections including radiography interpretation.
- Responsible for timely resolution of disputes between contractor/subcontractors for inspection results.
- Control the completeness and correctness of the release of as built documentation.
- Participation in weekly meetings by quality and, if necessary, in other meetings.
- Reviewing and approvals the contractor’s method statement, quality control procedures and inspection and test plans.

- Incoming inspection of equipment and materials. Control mechanical installation works, process pipelines fabrication and installation.
- Monitoring compliance with the installation requirements of the technological processes and modes of welding production.
- Monitoring of welding processes.
- Evaluation of weld quality.
- Test packs and punch lists checking & clearing for final documentation.
- Monitoring of maintaining and filling out of final as-built documentation (test reports, logbooks, acts, passports, acceptance certificates, protocols).

- Review and approve contractors Inspection and Test Plans, WPS, PQR and WQT for pipe fabrication and construction activities as per code and client requirement.
- Witnessing WPS, PQR, WPQ qualification test as per Project Specification.
- Carrying out inspection of fit-up of pipe spool and hook-up.
- Monitoring welding parameters, inspection of welds.
- Monitoring NDT activities.
- Verifying as-built documentation, diagrams and drawings presented by the subcontractor to ensure their exact conformance to the actual built installations.
- Review and insurance that Welding and NDT Personnel of subcontractor performing any Inspection were qualified to perform the Inspection required.

- Organizing and managing Technical Supervision Team activity.
- Carrying out inspection of work execution process compliance, quality of works and revealing of discrepancies (deviations) from the Project, checked regulatory documentation and technical regulations during construction and installation of steel structures, process pipelines and equipment.
- Performing quality inspection of executed works performed by subcontracting companies (welding, heat treatment, NDT, painting).
- Participation in acceptance teamwork, investigations, and tests processes.
- Check as-built documentation and its preparation for submittal to the Client.
- Review of documentation in accordance with the requirements of Rostekhnadzor (GOST, TR CU, SNiP).
- Interference with the Client representatives regarding quality assurance works.
- Analyses of works technology and quality, investigation of defects reasons, development of measures to prevent defects.
- Preparing and transmitted weekly reports (performed inspections, remarks, NCRs) to the Company management and the Client.
- Oversaw of endorsement and approval of detailed design (Inspection Tests Plans / Procedures / Method Statements / Drawings).
- Interfacing with Project and Client teams.

- Collecting and analyzing the technical welding specifications issued by the Oil/Gas Companies and International Standards Bodies, etc. (DNV, EN, ASME, API, BS).
- Issue technical queries, Deviation request and Bid Technical Qualifications.
- Preparation budget for engineering welding activities.
- Verification the preliminary welding procedure specifications prepared by welding engineer.
- Planning the welding activities (WPQR, PTW, Welders Qualification Campaign).
- Maintenance constant contact with project team and Client.
- Coordinating of Welding Procedure qualification.
- Liaised continuously with welding equipment/material suppliers regarding the latest developments in welding technologies.
- Assistance the technical activities of welding Research and Development projects.

- Organizing quality control during construction and installation works.
- Co-organizing measures together with the Clients and Contracting Company services focused on technical measures to achieve quality compliance with international standards ISO 9001-2008.
- Carrying out inspection of contracting companies’ readiness and issued permit to work execution (approvals).
- Performing audit of contracting companies/Vendors responsible for fabrication of steel structures, pipelines, process pipelines, static equipment.
- Develop Quality Plan, Internal Audit Programs.
- Check and approve method statements, ITPs (steel structures, process pipelines, welding, NDT, painting, hydro-tests, electrical works, E&I);
- Taking actions in association with QA/QC teams of the Contracting company and the Client as follows:
 incoming inspection and materials test, components, and equipment
 process control inspections
 acceptance and supervisory audit of executed works and tests.
- Investigating time delay reasons and quality loss of construction and installation works taking up measures to prevent and eliminate quality loss.
- Interfacing with supervision authorities.

- Development and approval Welding Procedures and WPS according with DNV-OS-F101.
- Management the necessary process arrangements prior to perform welding operations.
- Coordination of Subcontractors activities.
- Selection and carrying out welder’s certification in accordance with Specifications and Client’s requirements.
- Interfaced with the Client on any issues related to welding operations progress.
- Controlled the observance of WPS requirements.
- Issuing Purchase Requests for equipment and consumables required for welding operations.

- Providing technical and processing support of welding activity as per Contract Requirements and Standards.
- Manage line engineers/foremen, regarding welding processes.
- Responsible for WPS development and approval with the Client as well as other required welding documentation.
- Coordination Subcontractors’ operations.
- Coordination and welder’s qualification, as per Technical Specifications and Client’s Requirements.
- Preparing Welding Acceptance documentation.
- Carrying out analysis/monitoring of welding processes and quality control of completed welding operations.

- Managing the preparation for and performance of welding operations in the site.
- Coordinating the subcontractors’ activity (CRC-Evans, Serimer Dasa).
- Organizing and performing WPS qualification.
- Preparation the paperwork for welder’s qualification as per Technical Specifications and Requirements of the Client (Shell Co.).

- Development the Method Statement on Shell & Caissons Manufacture for «MOF Construction Project at Aniva Bay of Sakhalin Island» (being a part of LNG Plant Construction, Sakhalin 2 Project).
