Solutions Architect for
Supply Chain Life Cycle Operations Business Process and Data Management SME
Focus: Life Cycle Attribute Data Management for Engineering, Design, Construction, Operations, and Maintenance Of Process Industries Capital Facilities by providing individuals with The Right Digital Twins of Contextual Information in The Right Timeframe to achieve their goals and thereby produce continuous improvement in all processes.
Summary of Bill's Expertise
Looks at the entire set of Business Processes for the question at hand to achieve success.
Starts with understanding the Corporate Business Strategy and Success Criteria integrated with Regulatory Environment and Business Differentiators.
Captures Comprehensive As-Is, including Corporate Capability, and develops Scenarios for To-Be for review with Management to sеlесtthe Target To-Be for the Transition Plan.
Focus is on short implementation cycles so that Benefits from Low Hanging Fruit pay for the Structural and Cultural Changes to produce Continuous Improvement
Defines "Operations" in the Lean Manufacturing sense of Balanced Concepts for Safe, Reliable Operations within Transparent Compliance using Alerting to Minimize Alarms.
Designs Business Processes so that
Activities of all Personnel involved in the RASCI (Responsible, Accountable, Supporting, Consulted, and Informed) are analyzed to ensure the Right Digital Twins are Delivered to the Right Person in the Right Context and Time Frame to facilitate timely performance.
Each Individual can focus on their critical issues at the moment.
Continuous Improvement results from each individual working on their top 10 Bad Actors.
Individual Performance KPIs are aligned to Corporate goals.
Each Individual's Requirements for Data Quality/Validity and Knowledge Axioms are codified and applied at the point of origination of each attribute. BY tracing each attribute to its Single Source of Truth, each Individual will learn to "Trust" their Data and respond in a more timely fashion.
The Goal is to significantly decrease the 50% time spent getting ready to do work by providing each person with Traceable, Trusted, Verifiable Actionable Data.
Manage all Attributes (NOT Documents)
Use One Task Management System for All Tasks so that all Completion of All Tasks (including Compliance Tasks: Regulatory, Policy, Procedures, etc.) are unified to provide a Single Source of Truth (SSoT) for Tasks.
"Pre-Register" each Alert with automatic escalation (known to all participants) to ensure nothing "drops in the cracks".
Apply Agile and Lean Manufacturing Principles to shift from reactive to Proactive Management.
Bill's Focus By Function
For All Functions
Require Attribute Management in addition to Document Management. Contractually Require all Exchanges to be via Both the normal PDFs or Physical Documents AND a Digital Twin Aligned to a Shared Attribute Ontology.
Manage all the Attribute Information and the Mapping to each Exchange so that full Attribute Value Traceability in Context is inherent in the NoSQL Data Store.
For Engineering, Design, and Construction, use the Attribute Data Store to drive a Generic MES and Control System DevSecOps using low-fidelity simulation at the Field Device Connection Points.
For Supply Chain/Life Cycle Management, extend DevSecOps to Simulate and then manage all Third Party Agreements.
For Operations, the focus is on modeling expected results to use the current state plus the schedule to identify possible deviations from Expected. Then, Alert appropriately to mitigate any potential Abnormal Situation.
For Maintenance, the focus is on using Reliability Centered Maintenance Concepts to develop and implement a Maintenance Plan that includes effective monitoring of equipment during Operations and the effectiveness of the Maintenance Activities.
Bill believes in adopting an Engineering Management of Change System (EMoCS) to increase the Compliance and Profitability of each Facility. Since we are in the "Process Industries", everything has a fundamental basis in Engineering. Therefore, we need to change the paradigm and use Systems Engineering Principles to Drive ALL MES and Control System
Procurement Supply Chain/Life Cycle Management
Configurations and Integration Message Structures from a Single EMoCS, Periodically Verify, AND automatically re-calculate the HAZOP whenever underlying data changes.
Major Information Management Responsibilities
Engineering: Master Data Management, System Configurations, etc.,
Business: Business Processes, Data Validation Rules, and Knowledge Axioms, and
IT: Provide IT EcoSystem for Engineering and Business to Define and Manage their Data as "Actionable Data" for IT to do Transparent Implementation with Appropriate Security and High Equipment and System Availability, etc.
Yes, need to have an overall vision but start small from the bottom up via Agile Development in 3-6 month increments to ensure alignment with Business Needs. It is the journey to a Transparent World that is likely to mitigate another Macondo (BP Environmental Disaster in Gulf of Mexico)!
Once all Work-In-Progress (WIP) is available through a common data model for interchange, ISA 95 via B2MML, then, the back-end functionality duplication in ALL the MES Silos is NOT Needed. Access to Data Independent of the Data Store that Produced it will produce higher visibility through common processing (Reviewing, Publishing, KPIs, Reporting, Dash Boarding, etc.). From a Safety Perspective, that increase in productivity is gravy.
Bill
Knows when to apply Best Practices to Match the Competition versus Leading Practices for Differentiation.
Applies the Purdue Enterprise Reference Architecture (PERA.net) Concepts of a given element of work being performed only by People, Equipment, and Systems. Recognizes that People MUST Orchestrate each Activity. While Equipment and Systems may make some Tasks Easier and Quicker, it is the Human that is Agile adapts quicker than Equipment and Systems.
Has worked many of the positions in Oil Field Production, Pipeline Operations, Refining, and Petrochemicals, including new capital projects:
Designed a collaboration center for a new offshore oil/gas production facility that processes high pressure, high H2S oil/gas. The collaboration center design minimized the number of people needed offshore and will facilitate timely collaboration with Personnel across the globe. The multi-disciplined integrated nature of the communications, operations and maintenance systems will result in enhanced performance with minimal unexpected events.
Planned the reservoir development, field facilities, pipeline facilities, and LNG facilities for a proposed LNG Project in the Russian Arctic. The negotiations with all the partners identified how to produce the first shipment in 5 instead of 7 years and to have early cash flow from condensate production.
Analyzed the Hazards and Reliability of the Thistle Offshore Oil Platform before its commencing operations. The study resulted is enhancements to the design and recognition of the likely safety from the 3,500+ protection sensors across 37 systems.
In all cases, the IT Strategy and subsequent Implementations need to support the infrastructure for the business to succeed. Therefore, IT and Business Strategy need to start the process as one activity so that Business has the right IT Environment to continuously adapt to the ever-changing Business Environment.
Professional Profile (Publication List available upon request)
Mr. Bosler brings over 40 years of diverse experience to his clients, having worked many facets of the oil industry in over 30 countries on six continents in various positions - ranging from systems and process engineering to Owner's Representative for an LNG Project in the Russian Arctic.
The thread has always been the same: Drive more Value from the Business through the integration of IT Functionality. As SAP's Value Chain shows, there are unique Business Processes in various segments from Exploration through Production, Mid-Stream, Refining, Distribution, and Retail; but, there are also a lot of similarities in Designing, Constrtucting, Operationing, Maintenaning, Planning, Scheduling, Reconciling, Accounting, etc. That is why Bill has focused on working in almost every major department in the oil industry - to understand how to help each individual drive more value for its Customers.
