Competence Strategy and Program for NCOC;
 Identify SCP’s and tasks, e nsure Job Competency Profiles, Assessment Records and Assessor Guidance are
comprehensive and address specific requirements as identified for all Safety Critical Positions ;
 Developed and implement ed Competence Assurance process f or personnel in SCP’s (Operation, Maintenance ,
Drilling, HSSE etc) , educate qualified assessors, verifiers (OPITO based) and provide appropriate updates to
management both within HSSE and the appropriate Business L ines,
 Su pport development of gap closure plans to address areas where competence gaps are identified;
 Support development of Safety Cases in area of critical tasks and positions including BOWTIE updates

Contractor HSSE Management (CHSSE)

 More than 30 Contractor in place effectively selected via CHHSE process.
 Lead the development & implementation of programs to step up the effectiveness of Contractor HSSE
Management, incl. training of Contract Holders and Contract Owners, related competence assessments and
engagements of Contractor companies, leadership and staff
 Work with the C ontracting &P rocurement (C&P) organization to identify improvement opportunities in the pre -
award and post -award Contractor HSSE Management processes, and develop action plans to implement such
improvements
 Support execution of pre -award contractor HSSE management processes (Greenbanding, contractor a ssessments,
work together with C&P and Local Content)
 Support the execution of post -award Contractor HSSE Management processes (BPRs, Contractor HSSE MS reviews,
supporting Contract Holders)
 Work with NCOC venture partners to identify tools and programs relevant for NCOC, and develop plans to
implement these

HSSE Training Program

 More than 6000 HSSE training participants annually
 Lead the definition, development and implementation of an effective, risk -based, fit -for -purpose HSSE Training
Strategy and P rogram for NCOC;
 Establish clear guidelines for HSSE training requirements for all NCOC personnel and ensure those requirements are
clearly communicated and understood;
 Ensure a schedule is established and published and that NCOC personnel are able to loca te it;
 Ensure training is consistent with industry best -practices and include any required industry training elements;
 Consider how to better embed CMS, Operations Integrity and Assurance elements into training materials;
 Ensure a process is in place to tr ack the status of training, including a centralized database and a method for
notification to personnel of upcoming training
 OPITO Training standard implemented to ensure high quality and worldwide experience
 Visual Onboarding Training developed and imple mented to merge theoretical and practical part of the training
(IKEA shop concept)
 Support operations by conducting online and onsite trainings

 Develop and participate in fie ld safety audits, observations and inspections, to ensure that safety management
systems are rigorous and that they are continually improved.
 Establish HES performance monitoring. Produce periodic reports. Use selected leading indicators to drive HES
improvement.

 Establish near -miss and incident reporting and investigation processes with the project team and for Contractors.
Process Safety Man agement [PSM]
 Integrate Process Safety Management and Safety in Design (SID) principles into project construction activities.
Verifies that PSI documentation is complete and current in support of related PSM activities. Maintains the
construction SID registers and manages the resolution to closure of all identified SID discrepancies.
Support Contractor Safety Program
 Provide support and consultation to both Chevron and Contractor Construction team for all aspects of contractor
safety.
 Monitor and aud it contractor effective implementation of established HES safety instructions, practices and
procedures.
 Participate in contractor inspections/ audits to verify compliance with the Chevron safe work practices and HES
requirements.
 Conduct and participa te in safety meetings / briefings. Lead root cause incident investigation teams.
 Provide guidance and instruction to project and Contractor Safety Reps and Construction Reps with safety
meetings, safety communications, Job Hazard Analisys, etc.
 Develop and implement training required to support HES objectives (including IIF), with the help of project

 Establish and manage own work priorities, including those priorities established by the pr oject Safety Manager or
Construction manager;
 Sets clear expectations for contractor HES activities and provides feedback; addresses identified improvement
opportunities within the construction HES Team. Provide counsel and mentoring to national employee s as required.

 Develop and support work processes for the effective coordination and integration of contractor, project team
and operations groups’ HES activities.
 Seek continuous improvement among diverse work groups with significant language and cultural differences and
effectively manages conflict.
Cross Discipline Liasion:
 Support effective liaison between Loss Prevention, Environmental and Regulatory Affairs disciplines both within the
project team and between the project and Chevr on operational groups regarding HES aspects of project

phases of project execution.
